Information for University Hospitals

Grants Tool

Please remember that all Horizon 2020 proposals should be entered in the Grants Tool of the University, at least two weeks before the deadline.

In case you do not have an @unibas e-mail adress or if you have questions, please contact Anita Soltermann.

After logging in, please create a new application (Grant Applications > Add new > Horizon 2020). For the budget part (Upload Budget > Horizon 2020), please enter the estimated costs for the University and the Hospital in different columns with the Hospital costs in “the Linked 3rd Party Costs” column (> Save and upload). When the application is complete, you can submit it (> Submit to Department) for processing.
 

Linked Third Party

For all clinics and hospitals connected to the University of Basel, Horizon 2020 projects should be submitted with the "legal entity" UNIVERSITAT BASEL and the clinic as Linked Third Party.

In the administrative forms of the proposal, the project team at the clinic should insert the Participant Identification Code (PIC) of the UNIVERSITAT BASEL, 999907914).

The PIC of the clinic is not required in the forms at the proposal stage, but the clinic should be mentioned as Linked Third Party in the narrative part of the proposal (part B, please see paragraph below).

Only for a successful project entering the grant preparation phase, a PIC has to be provided for the linked Third Party.

Please also check the menu bar "Information for the University" and the sub menue " Budget Aspects".

Exception: Marie Skłodowska-Curie Actions (ITNs, Fellowships etc.)

The "legal entity" is UNIVERSITAT BASEL (without Linked Third Party). All PhD students and PostDocs (and if applicable - staff charged to the project) have to be employed by the University.
 

Paragraph to include in your proposal (and in Annex I)

Please note that University Hospitals (USB, UPK, FPS, UKBB) participate in Horizon 2020 projects as so-called “Linked Third Parties” of the University of Basel. In the proposal, they have to include a standard paragraph:

Chapter: Members of the consortium and links to third parties / Partner No X, University of Basel (UNIBAS) / Third parties involved in the project / University Hospital ... … [USB/UPK/FPS/UKBB]

“The University of Basel includes the University Hospital … [USB/UPK/FPS/UKBB] as linked third party (third party with a legal link). The affiliation is based on the fact that the University of Basel is responsible for all aspects regarding education and research carried out at the University Hospitals. The legal basis is given by the public laws establishing the University of Basel and the University Hospitals as well as the bilateral contracts (performance agreements, Leistungsvereinbarungen) between the University of Basel and its University Hospitals.
The University Hospital … [USB/UPK/FPS/UKBB] will carry out the work as described in Annex I. The University of Basel – mandating its University Hospitals regarding education and research - is in charge of all aspects concerning contract management, accounting, controlling, financial reporting, exploitation of intellectual property and audit management. 
The practice to delegate the financial project management to the Finance Department of the University of Basel is accepted by the Swiss National Science Foundation for the national projects. It is also part of the accounting rules of the University of Basel as shown in the notes of the yearly financial statements.”
